Evaluating Pooled Evidence from the Reemployment Bonus Experiments

Social experiments conducted in Pennsylvania and Washington tested the effect of offering Unemployment Insurance (UI) claimants a cash bonus for rapid reemployment. This paper combines data from the two experiments and uses a consistent framework to evaluate the experiments and determine with greater certainty the extent to which a reemployment bonus can affect economic outcomes. Bonus offers in each of the experiments generated statistically significant but relatively modest reductions in UI receipt. Since the estimated impacts on UI receipt were modest, the reemployment bonuses did not generate the UI savings necessary to pay for administering and paying the bonuses. Hence, contrary to earlier findings from a bonus experiment conducted in Illinois, findings from the Pennsylvania and Washington experiments strongly suggest that a reemployment bonus is not a cost-effective method of speeding the reemployment of UI claimants.unemployment, insurance, bonus, experiments, O'Leary, Decker

The Railroad’s Impact on Land Values in the Upper Great Plains at the Closing of the Frontier

We show that the impact of transportation improvements on land values is complex with a direct, positive relationship on the price of land and also a positive relationship with the ratio of improved acres to total acres, another important influence on the per acre price of land. We construct a two step estimation that removes the impact of transportation outlets on the ratio of improved to total acres before including the transportation variables and the adjusted ratio variable as independent variables in a regression on price per acre. This estimation gives us the expected positive impact of railroads on land price. We also use Box-Cox regressions to show the semi-log form, a common model specification, may be inappropriate for our data and possibly then for other land price research.Box-Cox, Railroads, Great Plains

Convergence Rates for Newton’s Method at Singular Points

If Newton’s method is employed to find a root of a map from a Banach space into itself and the derivative is singular at that root, the convergence of the Newton iterates to the root is linear rather than quadratic. In this paper we give a detailed analysis of the linear convergence rates for several types of singular problems. For some of these problems we describe modifications of Newton’s method which will restore quadratic convergence

A History of the Audiology Program at the University of Nebraska-Lincoln: 1920 to 2015

Programs for the hearing impaired have been in existence at the University of Nebraska for many years. However, there is no comprehensive history of these efforts. This work is an attempt to provide a complete picture of these programs and to detail the history and growth of the Audiology Program at the University of Nebraska-Lincoln. When the author came to the University in 1977 audiology was already well established at the University as well as in the State. After joining the faculty, the author served in the capacity of Coordinator of the Audiology and Hearing Science Program from 1977 until his retirement in 2011 and so, is in a unique position to compile this history. As well be seen, the audiology program at UNL has been under steady development since the very early years. In addition, its focus has grown from one of educating teachers about the causes and effects of hearing loss, to providing therapeutic programs for those who have speech and hearing disabilities and providing a four year, post-baccalaureate professional degree in the form of the Doctor of Audiology (Au.D.) Audiology as a profession and course of study is an outgrowth of the profession of “speech correction” later called Speech Pathology or Speech-Language Pathology. Many of those who early on referred to themselves as “audiologists” were in fact trained in the speech pathology realm and saw a connection between hearing impairment and distorted speech and language. Thus, it is completely appropriate to begin this historical account with those early “speech correctionists-audiologists”. It is also the case that the growth of the audiology program is closely tied to the development of the Barkley Memorial Center on East Campus. For that reason, some mention will be made of the conception and construction of the Barkley Center. As previously stated, there is no central compendium of information about the development of audiology in Nebraska. Full-scale transmission testing to evaluate advanced lubricants

Experimental tests were performed on the OH-58A helicopter main rotor transmission in the NASA Lewis 500 hp helicopter transmission test stand. The testing was part of a lubrication program. The objectives are to develop and show a separate lubricant for gearboxes with improved performance in life and load carrying capacity. The goal was to develop a testing procedure to fail certain transmission components using a MIL-L-23699 based reference oil and then to run identical tests with improved lubricants and show improved performance. The tests were directed at parts that failed due to marginal lubrication from Navy field experience. These failures included mast shaft bearing micropitting, sun gear and planet bearing fatigue, and spiral bevel gear scoring. A variety of tests were performed and over 900 hrs of total run time accumulated for these tests. Some success was achieved in developing a testing procedure to produce sun gear and planet bearing fatigue failures. Cost-Effectiveness of Targeted Reemployment Bonuses

Targeting reemployment bonus offers to unemployment insurance (UI) claimants identified as most likely to exhaust benefits is estimated to reduce benefit payments. While earlier research indicated that non-targeted reemployment bonus offers would not be good public policy, in this paper we show that targeting bonus offers with profiling models similar to those in state Worker Profiling and Reemployment Services (WPRS) systems can improve their cost effectiveness. Since estimated average benefit payments do not steadily decline as the eligibility screen is gradually tightened, we find that narrow targeting is not optimal. The best candidate to emerge for a targeted reemployment bonus is a low bonus amount with a long qualification period, targeted to the half of profiled claimants most likely to exhaust their UI benefit entitlement.reemployment, bonus, UI, personal, accounts, PRA, unemployment, insurance, Upjohn, Institute, O'Leary, Decker, Wandner
